The current MVC/Kendo admin portal remains the behavioral source of truth during migration.
Phase 2
Shell baseline is in place.
This host is the additive Blazor replacement path for OfferRunner.Admin.Portal.Server.
It exists so shell, auth posture, navigation, and workflow slices can be built without interrupting
the current production portal.
Next milestone
Port the first tenant-aware workflow and harvest shared OfferRunner logic intentionally.
